The Still Water Gang
Despite being classified as part of the Irish Mafia, nationality is no restriction for joining. They are the dominant criminal organisation in St. Louis and have been functioning for a number of years. They shoot first, ask questions later, and get what they want mostly through force. Exactly who calls the shots is unknown to the general public and even the police knowledge of their structure and membership is hazy at best.
Activities
Their activities are spread through several Area Heads who control different parts of the organisation, and although specifics of the jobs may overlap, the general layout of crime goes as follows:
Head of Racketeering: Protection racket, labour racket, business racket, money laundering.
Head of Bootlegging: Sale, distribution, manufacture and import of alcohol.
Head of Sex Trade: Street prostitution, brothels, pornography, strip clubs and burlesques, etc.
Head of Gambling: Bookmaking, bet fixing, gambling/betting rings, etc.
Head of Enforcement: Murder, assault, robbery, kidnapping, etc. Piss the gang off, you get these guys knocking.
Head of Narcotics: Sale, distribution, manufacture and import of illegal drugs.
Dogtown Boys: Usually assist the Enforcers and Racketeers in beating up those who need to be beaten up, and take up smaller roles such as embezzlement and armed robbery, although they’re a much more general group and their services can be enlisted by any of the area heads. Unbeknownst to those higher up in the gang, they sometimes do a bit of work for the Muratori family on the side
Riverfront Runners: Usually assist the Bootleggers and Narcotics traders, although they have a big hand in smuggling due to their proximity to the docks and railways. They help transport illegal weapons, stolen/illegal items, people, legal wares (eg, tobacco) purchased elsewhere to avoid high taxes/levies and sold at a profit, or whatever a person with enough cash requires, etc. As with the Dogtown Boys, they will sometimes work for the Muratori's if a discreet oportunity arises.
Structure
Above is a simplified map of the structure. Exceptions and rules apply. For example, the Underboss can order a Gang Member directly without going through the Area Head. Gang Members can order Team Leaders on behalf of their Area Heads, and Gang Members/SubGang Members can only order Associates related to what task they're doing.

Underboss: Abe GreyAgain, simple, he's next down from the boss. Also works as an advisor and is occasionally sent as an emissary for negotiation. Easy so far, huh?
Area Heads: Eoghan Digby - Head of RacketeeringSaul Parson - Head of BootleggingVincent Driscoll - Head of Sex TradeMarcus Sullivan - Head of GamblingShane Greet - Head of EnforcementJude Godesby - Head of NarcoticsThink of these guys like heads of department at school. You have a head of English, a head of Maths, a head of Geography. If your character is, say, the head of Gambling [Marcus Sullivan] he's be in change of all the gang members who're involved with gambling. He'll have things to do from day to day, but he's answerable directly to the boss, so if Silas says "go work X casino today", that’s what Marcus'll send his boys to do. Similarly, Marcus has the authority to send one or two people to different locations to do different things, because he has the experience to know how things work, but any big decisions go though the boss. The same applies to all the area heads.
Team Leaders: Fred Upstone - Leader of The Dogtown BoysOscar Forbes - Leader of The Riverfront RunnersThese guys are a lot like the area heads, only they don't have specific areas to cover. They and their group of men get their orders on a day to day basis, which usually involves helping gang members in the main areas.
Gang members: These are the guys who are at the bottom of the pile, really. None of them are directly answerable to the big boss, but fit under one of the area heads. For example, if you're a Pimp, you'd come under Sex Trade, so you'd be answerable to Vincent Driscol. If you're a bet fixer, that's gambling, so you'd be under Marcus Sullivan.
Subgangs - The Dogtown Boys and The Riverfront Runners: These are two little sub-sets of the Still Water Gang, run by Fred Upstone and Oscar Forbes, two oldboys who know how to talk to the people, but aren't the most efficient of leaders. The Subgangs themselves have been around since before the Still Water Gang formed, and so still have some tenuous links with the Muratori Family. The members of these two groups are usually younger, inexperienced gang members. They don’t have specific jobs in the gang, like those who fall under the area heads, so their jobs change from day to day. The Dogtown Boys often help out with the Racketeering, and The Riverfront Runners often help with Rumrunning. They’re named after the parts of town they usually haunt, and there’s a bit of a rivalry between the two sub-gangs, but its generally friendly.
Associates: Those not technically part of the mob, but still involved. For example, corrupt officials.
